HU without packing instruction

I do understand that when we pack for a production order we need to have pop1 and pof1 master data. COWBPACK asks for that master data to create HU for a production order.

My query is, is there a way I can create HU and assign it to production order without packing instructions? for example

1. HU02 create HU

2. assign the HU to production order without creating packing instructions

does COP1 allow me to do the above? or does it work exactly like cowbpack?
