When using MRP type PD or similar, system will not let the demand uncovered. That means, if there is a requirement, MRP will propose the replenishment.
Maybe you can develop your own logic using BAdI MD_CHANGE_MRP_DATA, so that requirements below 60 are not relevant to MRP.
