OCM work for production orders only, not for process orders
And OCM is not designed for tracking changes. OCM is designed to provide a possiblity to change orders which are already in process. In standard this is not possible, but some industries need this possiblity and for this OCM is an option.
If you searching for change documents OCM is not a way to get it. In standard there are no change documents for production nor for process orders. The already named note 390635 descripe this and explain the general option to use a user exit and provide example coding for some scenarios only.
It might help a little to activate change documents for status, customizing of order type COR4 tab implementation. So if you want to check who created the order you can check the change documents for status CRTD. And review changes like REL or other status.
