PIR consumption time between different strategies

Hi experts,

I have a question about different consumption times between strategies.

For example,we know that with planning stragety 10 the PIRs were consumed after the delivery of sales order, while with planning stragety 40, the PIRs were consumed immediately after the enter of sales order.

Why the differences? What's the bussiness implication behind these different consumption timing?
