By the way, not all the collective order have this issues.

Only one machine work order (including all the child work order) have this issue.

Three machine plan order cannot be converted into work order . following is content:

Please carry out (multi-level) planning run for material XXXXXX
first

Diagnosis

The planned order cannot be converted as the related order network is not
complete. A planned order was not created for the secondary requirement for the
directly manufactured components.

This can be done using multi-level material requirements planning.

Procedure

Start multi-level material requirements planning for the planned order
material.

If conversion is still not possible after multi-level planning, investigate
the following:

• Was the order network planned successfully, or did the program terminate
  during planning? Check the termination MRP lists.

• Check whether the material master for the directly manufactured assemblies
  is maintained correctly. The MRP type should be set so that the material is
  planned (meaning that it should not be set to 'ND'). Dependent requirements
  should be relevant for planning.

• If there is a fixed planned order for an assembly in the order network for
  which the order quantity is different to the quantity of the initiating
  secondary requirement? If so, deselect the indicator for fixing the planned
  order, or adjust the quantity and then carry out planning again.

And another 5 machine work order (including all the chind work order ) is fine with collective order.

I think the root cause is the first machine collective order missing start date and finish date, the prevent the next level material run MRP, then the shared material with other machine will be not run MRP and cannot be converted work order.

and also now the missing start date and finish date work order cannot be edit, TECO or Close.
