I see that there are three different question on this thread. In the future, I suggest you to open separated threads for each question. It's better for future reference and it's better for other users to know which question has been answered or not.
Regarding the first question, there is no recalculation of the consumption values when you change the period on the standard system. Nevertheless, data does remain on the database when you change the period, so you don't loose the consumption values on the monthly period after changing to weekly.
If you do not want to loose the current data you can create your own report to read it from table MVER (or DVER), accumulate them and maintain again with the report MVER_DI.
